I received an email from the folks at the German outlet for O'Reilly Media. They've decided to translate Windows Server Cookbook to German.  I'm not sure exactly what makes them decide which books to translate.  They also translated Active Directory, 2nd edition to German, but haven't touched Active Directory Cookbook (which has sold significantly more copies in the US).  So it doesn't appear to be based solely on US sales.
